While owls are not explicitly referred to as evil in the bible, there are quite a few passages that mention owls and hawks, stating that they are not to be eaten by the Israelites. In the bible the owl is represented as a creature that “haunts ruins and lonely places”.
There are numerous cultures which do regard the owl as being an evil or bad omen, such as Mexicans and Native Americans. Some people from both of these cultures view owls as being a bad sign of things to come or even death/sickness. Although the bible does refer to owls, mostly in Leviticus, it never calls them evil in any way.
